Georgia builds to the state minimum standard codes, which adopt the International Building Code and International Residential Code with Georgia amendments, and local plan review is handled by the county or city.
Much of metro Atlanta sits on red clay. Clay soils shrink when they dry and swell when they take on water, and that seasonal movement works against foundations year after year. The result is the settlement pattern we see constantly here: stair-step cracks in brick veneer, doors that stop latching, and sloping floors. The cause is almost always drainage and soil movement rather than the foundation itself being badly built.
